Asset Transfer Proposal
- Asset transfer management and/or ownership of a facility (buildings and/or land) being transferred.
- Usually from public bodies i.e. local authorities to community and voluntary organisations or social and community enterprises.
The ownership or management of a community asset can range from the purchase of the freehold, to the arrangement of a lease (length of lease may vary), a licence to occupy basis or simply a change in the current maintenance arrangements on the site.
There are two main approaches to asset transfer, which are demand and supply led:
This is where an organisation expresses an interest to the asset owner to take over the ownership of an asset.
This is where the asset owner - usually the local authority - makes an offer to transfer an asset to an organisation i.e. community/voluntary groups, Trusts or social enterprises.
